Anyone with experience with purchasing Blue Sapphires from this retailer?

"We guarantee exceptional value and quality. We will refund 110% of the purchase price (up to an additional $250 refund) if any accredited jewelry appraiser values the piece for less than 125% of the purchase price or writes that the craftsmanship is not of exceptional quality. "

Can this statement be taken seriously that the stone purchased is a great deal?
 
I have no idea if there is any fine print to their statement. What I do know is that most appraisers tend to inflate the replacement value by nearly 2 times the purchase price, which is ridiculous. It only serves to make buyers think they scored a deal, not realizing that an inflated appraisal will increase their insurance premium unnecessarily. When the buyer attempts to sell that same piece, he/she will be unpleasantly surprised that people will only buy it at close to half the purchase price, which is nowhere near the appraisal valuation. Angara's wording sounds like this only appliesto jewellery items, not individual stones since there is no craftsmanship involved.

Can't say I have made a purchase from them, however years ago they posted a FCD that I had purchased elsewhere and had left it up on their site for months and months after I had purchased the stone. The price they listed my stone for on their site was much more than I paid, so just be aware that they may post stones that they don't physically own or have in stock, i.e. the stone may be owned by another vendor and they are advertising it on their site.
