Are these good diamonds? Is 0.4 mm difference in dimenstion noticeable with naked eyes?

My preference is for the second diamond, I prefer the proportions. Those are good diamonds, especially the second one, but the first wouldn't be my favourite choice. I take it a D IF is important to you and you don't wish to drop the colour and clarity and go larger? 0.4 could be noticeable with side by side comparisons, depends on the eyes of the viewer really.
 
Which lab has graded these diamonds?

I would prefer the 0.35 ct as well, for the reasons Lorelei said. But for the same $1799, keep in mind you can get a 0.55 carat F VS2 stone, 5.22-5.24-3.25 from James Allen:

that will be absolutely indistinguishable to the naked eye, other than the clear size difference. The color and clarity differences will be imperceptible to anyone not carrying a 40x microscope. If you are prepared to spend the $2,527 for the first stone, we can find you an even bigger F/VS2 that will still knock your socks off in terms of ideal cut/sparkle factor that will be imperceptibly different in color and clarity from the stones listed above.

Edit: I see now the James Allen link I provided is not working properly. I found that diamond using the "cut quality" search from this site. It scored a gorgeous 1.2 on the HCA, had ex/ex for polish and symmetry, and negligble (no) fluorescence (AGS graded). I think it was $1710. Altogether a home run of a diamond.
 
In my opinion, based on my research thus far, the second one has the better proportions.
