Diamond selling and buying

I have a good friend back home who are in diamond business, I am very new to this and all the advice I can get is very much appreciated.

1. what is the best buying price I am probably getting it at 30% below Rapaport, is that a good price?

2. is there a selling place for this, should i approach retailers ...?

All his diamonds come with EGL, GIA certificates.
