I know it can be hard to tell from photos but does this HRD diamond look like a H? I’ve heard HRD can be lenient on grading.

Jeweller wants $23,000 USD/$33,000 NZD (in pave setting) is this a ‘bargain’ as they’ve called it?

Would it look weird on a page setting if the diamonds on the shoulders are brighter?!

That has been my experience- although others in the trade have felt differently....but....
There's no way anyone can assess the color of that diamond based on those ( or really any) pics.
Then there's the SI2 aspect- you're in the best position to judge the eye cleanliness of the stone. But I'd want someone you trust vetting that aspect.
Based on what I'm seeing, the price is very aggressive.....It's priced more like an I color. So there's that.
 
You can also ask them to use pave that is lower coloured, ie HI or IJ melee. Most jewelers can do that and it will better match your centre whether it is a “true H” or not. Melee tends to look whiter and brighter than a stone of the same colour, because it’s smaller. Although, my studs have FG melee in the halo and are I colour and I can’t see a colour difference. Looks fine to me.

Colour is personal - if it looks white enough to your eye, it is. In practice, no one will be scrutinising your stone as carefully as you are, so you’re the best judge.
 
It’s so hard to tell colour from a monitor screen I’m afraid. But my bigger concern would be the cut. That oval looks like it’s cut into two distinct halves by the bow tie effect. Just for me personally I would find that problematic, but I know many are not bothered by that. Given you have a healthy budget I would perhaps search around a little more and see what else is out there. And if it has a GIA cert it would put your mind at rest over colour accuracy.
 
In my experience
1. HRD are 1-2 grades soft on color compared to GIA
2. SI2 is almost always GIA nice I1
3. Ovals show 2 grades lower color in the crushed ice small looking facet zones.
So compare prices to lower GIA or forget HRD.
They get no business unless they grade this way.

I've found the same thing....but I've gotten pushback here...it's been some time ...I don't remember who was saying differently.

Just checked supplier with GIA, their opinion on diamonds with HRD certs.
1. HRD are 1-2 grades soft on color compared to GIA
2. SI2 is almost always GIA nice I1
HRD are more closely alighned with GIA in better clarities, and closer in color in higer colors
