Help in Identifying Markings and what this is

Hello, I'm new here, and I have little experience with jewelry. My mother in law gave this item to me and we have no idea what it is, or what the markings on it mean (other than 14k). These were her mothers. Can anyone offer any help? We think they might be hair clips from the 1920's?

The nail clipper is there to get an idea of how small they are. I couldn't find a ruler.
