We can't.
Making that call requires expertise that the general public does not have.
Even an expert wouldn't make a call based on a picture.

The decision you are contemplating really shouldn't be yours to make.
It should be made by an experienced professional who makes such money for a living.
Tons of money is at stake and good business people will know what price is fair.
We don't.

IMO you should shop for a diamond already cut, not a rough diamond.
If your intent is to have a particular diamond cutter polish a rough stone for you, then have the cutter select the rough.

Why?
Two reasons:
* I think you're almost certainly overpay;The seller will know immediately you don't know what you're doing so can charge you too much. In business profit outranks charity.
* The cutter, or the contact they trust, will have the technical expertise to select rough that is real, and has properties that will maximize the results you are after in the eventual cut diamond.
