Apart from the visual effect, if it looks bad I wouldn’t buy it, I think it depends on the gem.
Id be much more wary with say an emerald or tanzanite, they cleave, whereas a diamond, ruby or sapphire wouldn’t concern me as much.
Gemstones are natural creations and imperfections are to be expected. Provided the gem has a stable crystal structure and the table reach inclusion not huge and ugly, I’d probably buy it with a 30% plus discount if everything else was great ie rarity, size, origin and treatment status.
I think people would be far more forgiving if it was a larger size unheated Burmese ruby or Kashmir sapphire or a Pariba Tourmaline but not so much a 1 carat diamond of H or lower colour.
 
Keep in mind with an emerald, that if there were no surface reaching inclusions, there would be no point in oiling the gem, as the oil needs a path to get into the stone.

That is interesting. Doesn’t that automatically mean that most emerald on the market has some sort of table teachings inclusion? Since most I see have minor treatment.

To clarify, some body used to tell me that if it weren’t for the jardin of emerald, their scale would also be a 9. If my memory serve me correctly

Emerald (and other Beryls) have a Mohs of 7.5-8, not 9. Jardin or no.
 
Depends on the gem -- and its beauty otherwise. For me, it's not a categorical "no" like a resin-impregnated stone

I have almost pulled the trigger on a stone or two with an obvious blemish that brought it down to my price-range.

Yes -- nearly all. That is why oiling "works." It's the only way it gets in there -- through surface-reaching fissures.

Emerald, beryl, is actually 8.
The issue with emerald is its crystal structure. Emeralds are normally quite included, it’s just the way the crystal forms.
decades ago, when I was young, the mother of one of my school friends had a HUGE emerald ring, I was mesmerized by it. It was massive. However, one day she accidentally banged it against the kitchen counter top and the emerald literally “sheared” into two pieces.
She was absolutely devastated but was able to have earrings made from the two pieces.
So I’ve always been cautious around emeralds. I do have a lovely emerald ring but it’s halo set and I only wear it carefully.
 
I met a guy once who's whole business was fixing chipped diamonds. Diamonds chip and can crack too. Hardness is not the same as toughness.

When ever my wife's friends would come over and look at their diamonds under my microscope they were always shocked to see how damaged they are.
 
Some can be beautiful, I remember seeing a rainbow inclusion from one PSer’s stone, reaching surface but fun to look, not obvious from a distance.
 
I love inclusions when they keep the price way way down. That being said, I don’t mind inclusions if they’re not very eye distracting, or if the color is so magnificent, the inclusions don’t take away from the overall beauty.
