Is it a diamond if diamond clarity is i1 or 13 , colour plz or white sapphire

my question is that it is a diamond or white sapphire

Impossible to say what it is. It looks like it needs a thorough clean.
The inclusions, being yellowish, don’t look like sapphire or diamond inclusions.
If it were a diamond (unlikely) the clarity grade would be I3 which is the lowest grade.

A 'Diamond Tester' may help determine if it is diamond.

i have seen in 50x , i have tested electric condetivity test test .i has shown positive as diamond. but the inclusion are twinning wisps , but not confident about it

i have tested the diamond tester , it is positive + but i have not seen inclusion in diamond so much twinning wisps in it ,
 
Can you post pictures of the whole stone?

How big is it? (dimensions / carat)

If you do not want to send it to an appraiser, you could send it to GIA or AGS for grading.

If I may ask, what is the purpose that you’re considering it for (assuming by your post you’re thinking about buying it?)? :confused: You’ve had it tested and it returned a positive result for diamond, so that doesn’t seem to be too questionable at this point. Some diamonds just have a lot of inclusions; this may be one of them. Some people really like that look, but it’s very subjective & personal to the buyer/wearer.

ETA: Has it been thoroughly cleaned?
 
If it’s testing as diamond on a quality gem tester (not a $20 one off eBay) like a Presidum, it is a diamond, or a Moissanite.
Diamonds can be full of inclusions, google “salt and pepper diamond” to see some photos.
 
I'd like to see the whole stone. Is it in a setting or loose? Where did you get it or do you know any history of it ?
