Is this a fair price

I am working with a designer on the setting and I am enjoying the design process. He is primarily a designer although is a certified Gemologist. i would like to confirm that his pricing is competitive on his diamonds that he is brokering. He said his broker fee is 10%, which I am willing to pay for his knowledge if he is buying wholesale. I have the GIA reports of the few we are scheduled to see on Monday.
How do I evaluate that his pricing is good based on the GIA report?

First diamond GIA #is 2205507711. He is asking 16,400. This seems high based on sites that offer pricing suggestions based on GIA reports.

How to I get an idea of what his purchase price is on various stones?
 
Yes seems high. Get your stone elsewhere and let him design the setting.
 
Is there a website I can use as a reference point based on GIA report #?Many websites seem vague in the criteria. Or is it simply a matter of providing the 4cs to determine a fair price
 
Click on the "Resources" tab at the top of this page. Then click on the "Diamond Search" tab.

You can then adjust the filters to match the diamond you are looking for.
 
There are quite a few vendors attached to this site and many of them can get the exact same stones you see elsewhere, even if it's not listed here. Pick someone who meets your general style, send them that report number, and ask if they can get you that stone. They just might. You will do a lot better comparing with actual offers than with some site's theoretical guess of what a stone 'should' cost.

It was one that the jewelry designer sent me to consider. The criteria I provided was ~1.75-2ct (wanting to get to 8mm in length) G + color and SI or VS2 range and excellent cut. Considering all shapes (almost all) with the goal of a great quality stone at a competitive price.
