It really depends on what it looks like after the heating. Kashmir sapphires are known for their silk inclusions and "sleepy" look. If a heated Kashmir sapphire doesn't have that look, then I say you shouldn't pay more for the pedigree.

Simply being from Kashmir does not guarantee quality. I imagine they also have fish-tank pebbles. That said, mild-heat-only (if 'mild' is proven by a lab) and all else equal, how about minus 33% or thereabouts? Worst case 50% less, but at least 25% down in value compared to an 'unheated'?
