I live in California.
We have has some of the worst air quality in the country.
To encourage hybrids, which have much lower emissions, they are allowing Hybrids to go in the carpool lanes solo.

I refuse to tailgate and I drive too slowly to enter the carpool lanes, except when it is moving under 60 MPH.
But all the freeway onramps now have two lanes.
One with redlights to wait at and another lane with no light for carpools.
I will be zipping up that lane riding on my horn and Whoo Hoooing at the sorry suckers waiting in their SUVs.
BTW I bought my Honda Civic Hybrid in April 2004.
The EPA rates the ones going to the clean states at 47/48 MPG.
My worst tank was 52 MPG
My best tank was 66.6 MPG
My lifetime average is 59.5 MPG.
I do drive like an old lady in the right lane but it is fun to see how little gas I need to get around.
With gas prices pushing $3 a gallon I am in LOVE with my hybrid car.
