Out of Round?

Can anyone explain what constitutes "out of round." I realize it means when a RB is not round enough and thus is visually oblong. Obviously most diamonds are not exact circles... but are fairly close (i.e 7.58-7.60). I also can rationally figure that the bigger the diamond the more room there is in being not exactly round and still looking round. This is a drastic example but if a quarter is 0.3 mm longer on one diameter axis than the other no one would probably notice, but a 0.3mm difference in a diamond would be huge and result as an oval. (6.5-6.8) With this said, is there a rule of thumb when something becomes "out of round"?

Would this diamond be "out of round": Diamensions: 7.58-7.65
 
Hey Garry H, Looking at the website you provided would make me believe that less than 1 (as you indicated the provided measurements are) would pass all three of the tests for not being "out of round". It is clearly under .1mm difference, it is under 4% and I''m guessing that it is also not visible? Would this be right?
 
Below is the diamond that I got the 7.58-7.65 measurements from. It indicates that the sym is ideal. Does this mean that it is not "out of round"?

technically speaking, the ratio is 1.01. but it is ok
