I''m considering purchasing a used Tiffany & Co PT950 band, with a single diamond embedded. The price is very good, less than $400. However the ring looks a bit scratched, see in pic, and the seller said it was already polished at a Tiffany store. Can''t all scratches be polished out of platinum to make the ring look brand new?

Yes, it can be made to look pretty much brand new with a good polish. Doesn''t look like it''s been polished to me.
 
Well I have a platinum ring and little scratches can be polished/smoothed out but if they are deep they can't be polished out. If she really did have it polished and the scratches are still there I probably would pass on that ring? but I tend to agree with Neatfreak it doesn't look polished; I don't know though.
 
yes, you can definitely get rid of the scratches and dents in that ring with a professional polishing.
my jeweler did that with my engagement ring right before I got married and it looked like new.
