How much ct weight and dimension do you generally lose when a stone is recut to get rid of a window? Is this feasible? It is a stone by stone basis? Who is the best person to have do it?

Definitely on a stone by stone basis. How much carat weight loss is involved will depend on how much tweaking is required. If your stone is shallow, there's nothing to be done as you could lose up to 1/2 the current weight and dimensions. The more tweaking is required, the more likely the colour will be affected negatively (becomes lighter in tone, modifier becomes stronger and saturation goes downhill). If the window is small and you have at least 65 to 70% depth to work with, you can close with window with minimal carat weight loss and even keep the same face up measurements. It all depends. In addition, clarity can affect where and how much one can remove. If it is a sapphire, colour zoning could end up being more apparent.

Few lapidaries are willing to work with "outside" stones. Their fee will depend on how much tweaking is required, how difficult it is to "handle" the stone, the design, stone size, their skill and etc. In general, expect it to be in the $100 to $200 range.

What is the gem type?
What is the current depth of the stone (full length, width x depth preferred)?
How large is the window? A picture will be most helpful so we can advise whether it will be a good candidate or it is best to leave it as is.
 
Jerry Newman at gemartservices recut a gem for me and was excellent. He will usually want pictures and all info about the gem prior to your sending it to help determine if it's a candidate for a recut.

It is a sapphire. Dimensions are 13 x 11 x 6.7.
 
Is it an oval or cushion? The depth looks on the shallow side so your potential face up loss could be quite noticeable. How significant is the window? Any side view of the sapphire? Is it very clean?
 
It's a cushion and is set, so I can't get a good side view. I will see if I can get a good pic of the window. It is very clean. The edges are bright and sparkly. Not sure if it's worth the headache, as only I seem to notice it.
