Sapphire Buying Help

Hello gemagicians, see what i did there?

I would like to thank you for all the knowledge I have received from this forum. It's been a huge asset in my attempt to purchase a loose Sapphire for an engagement ring.

I have found a 2.53 carat Blue Sapphire for sale. Form a gem dealer I believe I got from this forum's trusted source list.

Here is the stone.

My 2 questions:

1) Does this seem like an appropriate price for the size/quality of the Sapphire

2) How should I go about securing certification of the gem's authenticity? Should I ask the dealer to have it sent to GIA to be examined? He will ship it to me for free to look at, so should I handle the certification? I would much rather have them handle shipping the gem to another place. So is it appropriate for me to ask the dealer to get an official certification?

I would personally have him ship it to AGL for a fast track brief. It's not expensive enough for a prestige report, and that would probably be less expensive than a GIA report. AGL is more respected for colored stones than GIA.

I would want the dealer to ship it for me. If it comes back as advertised, with the appropriate treatment levels, then I think the price is an acceptable retail price. Sapphires have been pretty expensive the last few years. The video doesn't really say what lighting was used to photograph the stone. I would want to see it in natural light and artificial light before accepting it.
 
It looks darker and less saturated in the video than the picture, a touch more purple as well although that isn't necessarily a negative point. Price is on the expensive side but not overly so. I would have the vendor send it off to AGL for the fast track brief which shouldn't be an issue.
