You can't give a tax credit to people who don't pay tax. Seems obvious. We already have the dreadfully named Earned Income Tax Credit which is neither earned income nor a tax credit. Ugh.

If you want to increase some sort of welfare entitlement, do it and call it precisely that. Enough whining about how unfair it is that tax credits go to people who pay tax.

Don''t you know that people who pay tax aren''t really paying tax - it''s all burden of lower to middle wage earners.

That said, the tax cut was stupid. All this hullibalou about pennies. Honestly, by the time you do all the less and except & look at AMT, it amounts to next to nothing. It was purely political. And, I''d be happy to let the government keep the extra 1-2% to reduce the deficiet. Oh, wait - they wouldn''t reduce the defiiciet - they''d just spend it on some pork project.
