A stone that I purchased rates as a 0.7 on HCA and the “X” is located higher and almost out of the GIA Excellence range on the chart compared to the “X” placement of the diamond shown that rates 1.2. How can this diamond that rates 1.2 on the HCA, but be so near the middle of the GIA excellence range. I must be misunderstanding something on the HCA.

A google search brought up that “most people search for a score 1-2”. Isn’t the goal to get the lowest possible score?

Please help me to understand.

No, the goal is not to get the lowest possible score. As you stated above 1- 2 is usually a good range. Diamonds that score lower
are usually better for pendants or earrings (tend to have lower crowns and bigger tables).
