Gimp is often called the poor persons Photoshop.
It is a powerful free open source image editing program that has a ton of features.
It can do most of the common things anyone even a professional might want too do with an image but lacks the flexibility of Photoshop but its $600 cheaper too.
It can be downloaded here: http://www.gimp.org/

note: a new version was just released that is a lot easier to use than earlier version.
..............

Open gimp then click file open to open an image just like any other program.
Finding you’re my documents folder is a little harder with gimp on windows than some programs.
It’s usually in c:\documents and settings\(your log in name)\my documents\
Click the rectangle selection tool:

Then holding the mouse button down over the image select the area you want too keep.

Then click image then “crop to selection”

Then click image then “scale image” to resize the image

Replace the largest number with 500 then click on the chain icon to make the other match then click scale.

Then click file then save as and name it how you want and select a folder too save it too then click save.

Then this dialog will come up:
Check “show preview in image window”
Then move the slider until the size is under 95k
Then click save.
Note: clicking save defaults will bring up the same settings next time which will get you close and save some time.
