http://www.getpaint.net/index.html
Paint.net is a free image editor that is very easy too use and has some nice features for resizing images for forum use.

First open your image using file/open just like any other program.
Then to crop your image click the rectangular selection button.

Then select the area you want to keep by clicking on the image and holding the mouse button down then moving the mouse to highlight the selection.

Then click image and then crop to selection

Then click image then resize

Then in the height or width box with the highest number change it too 500 if it is larger than 500 otherwise leave it alone then click ok. (the other will change automatically if the settings are right)

note: make sure that pixels/cm and "by absolute size" and maintain aspect ratio is selected.
It should look like this:

Then click file then save as and rename the file and select where you want too save it too.
Make sure jpg is selected as the output file type.
Make sure your file name contains only alpha-numeric characters. Characters like ~`!@#$%^&*()+':;?.,{}[] or blank spaces can cause you problem with uploading and saving file on the server.

Then click ok
Then the following screen will come up.
Then using the slider select the quality level until the size is under 95k click ok.
Done your image is ready too upload!!!

Good find Storm - I must have looked at about 20 online sites doing the same thing but couldn''t find one that showed an estimated file size.

Oops, just realized it''s not a web app...
