Don't know about phosphorescent stones, but for fluorescent ones I'd suggest looking into fluorite. You can find decently sized chunks of rough for pennies and it fluoresces in all different colours, depending on the specimen. It fluoresces under UV-A (long-wave UV), so think 365nm, which, although not ideal for your skin, also won't be dangerous for your boy.

I also noticed that a piece of agate plate I have has a red line running through it which fluoresces bright red.
What I would also suggest is grabbing a UV torch and visiting any place that sells stones and crystals. If it glows under UV, grab it. Your boy will have a ton to explore and play with.
