I think it's dirty for certain. The posts next to the enlarged table -down image are dirty too. Also on the side view one of the posts is cracked.

Could some of the yuck be inclusions? I am betting they are stating the grade from the appraisal they have.

Looks like it might be a transitional cut diamond. Which might explain the 'good' cut grade.

Second picture shows a crack (?) in the left side of head, I think.
