It is. I never really understood what the paraiba glow was till now. Now I totally get why this is such a sought after stone.That glow is amazing!

The report confirms the presence of copper, but not the origin. For that you need LA ICP-MS, and that may only be able to tell you which country/ continent the stone came from. I’m sure experts here have more info than me though.
