As I was searching for jewelry insurance online, specifically cash-out policy, I found JIBNA. They have both the replacement or cash-out options. Have anyone heard of them and how good are they?

Has anyone used Travelers for personal article policy to insure diamond ring?
I''m also interested in Chubb but I''d like to find out the latest information of which agents still do standalone policy? I live in California and have tried to contact the one in DC (recommended by some PS members) but the person got really impatient by some of my questions during the application process so I decided to stop as the agent suggested. Basically I request to insure the ring for just about the appraised amount but not exact (they told me I have to insure exactly the same as the appraised amount -- is that true?) and I request to include the GIA certificate number in the description in the policy and the agent said there''s no space. (should GIA number be an important piece of information to be included ? or I should trust the insurance company keeps a copy of the GIA certificate and know it links to this policy even it''s not stated on the policy?) I did not understand why these request irritated the agent. Am I asking too much? I have an ideal cut diamond, and I think to include the GIA number on the policy is at least should be included.
Also, I heard States Farm could be good too?
Please help to give me up-to-date recommendation of insurance companies, agents.
Since I have already had one unsuccessful attempt, please also advise me what information I should request an insurance agent to include in the policy to distinguish the diamond and should I insure at the appraised value? What is the effective date of a policy -- the date I was given a quote, or the date I applied?
