It's entirely preventable. Commercial German agate-grinders in the Medieval "agate cities" of Idar-Oberstein have used water as a grinding coolant and dust-eliminator for centuries. Cutters in the developed world have adopted gemstone grinding and sanding methods that use water to capture and eliminate airborne dust. In many cases the problem can be eliminated by something as simple as a water-soaked sponge held in place against the grinding wheel. The problem in India is cultural. It should not prevent consumers from enjoying beautiful agate gems which are predominantly cut by modern, safe methods.
