Rings like that rarely/never come with a lab report for the diamonds, so put that out of your mind.
If it WAS sparkly and now its not, the dirt is the only answer. You need to take it to a jewelery store and have them clean it in their ultasonic. Or you need to soak it in a very very hot cup of water with some dish soap, then scrub it -- especially the back -- with a tooth brush. If there is a lot of dirt behind the diamonds on the inside of the band, you may need some other clearning tool to scrape it out (GENTLY!! There are little picks/brushes for cleaning between your teeth and if used gently that could work if there is worked in dirt). If you wear your ring all the time, it takes very little time for soap scum and skin cells
to collect in the underside of the ring which will make the stones appear dull and lifeless. But soap scum from washing hands is the worst and easy to clean with some dish soap boiling hot water and a baby soft toothbrush.
If the ring was NEVER sparkly, then its possible the cut quality is poor. There are a couple grades of commercially cut stones out there, and some are better than others. But I think its dirt.
