Is it easier to resize up or down?

I would go slightly bigger, nothing more embarrassing than trying to put on a ring that is too small. If it is too big, you can still slip it on.
 
Any sizing has the slight potential to create a problem with small stone tightness. Try to get the right size, or guess a tiny bit large. If you think it is a 5 and the upper limit is 5.5 get a 5.25 and at least it will fit when she tries it on for the first time. The extra .25 size can be stretched without adding metal and taking out .25 size is not going to be a big deal or risk much damage.
 
Guess bigger. Sizing beads or a horseshoe sizer can then be added inside the band if necessary, no need to change the ring size. They're great- they let your ring fit a larger range of sizes (which is good for most of us, since finger size can change quite a bit with temperatures) and keep it from spinning pretty well. I had to put some on a ring that was at least 2 sizes too big and they really converted me- the ring fits, doesn't spin and it's never too tight or too loose. They're also good for girls with larger knuckles- they let the ring slide over the knuckle but fit more snugly against the finger.
