I guess it all depends on the price, but I think your assumptions are very much correct - it looks purplish/brownish, silky, and really badly mangled ("cut"... let's say).
A padparadscha can be of a lighter/gentler tone - many labs won't even certify overly saturated hues as pads - but it shouldn't be too contaminated by under- and overtones like purple, red, brown or else it wouldn't normally qualify to be called one. To add to this; the stone above will most likely look pretty dim due to all the silk and a cut that leaves a lot to be desired.
