I believe USPS will insure up to $5000. I need to return a diamond worth over $22k. I believe FedEx has a $500 max. How do I return this diamond and have the proper insurance?
USPS Registered Mail insures up to $25k. You do not need to have it also be Priority mail because it does NOT go faster. It can take several days to a couple of weeks depending on the destination. But it is THE safest way to send valuable items because every stop the package makes, it is locked up, and every hand that touches it along the way has to sign.
You absolutely must have paperwork that proves the value of the item in case of loss, though.
Some vendors will send you their Fed Ex or UPS return labels and they have their own insurance during shipping. I have paid for that before when it was something that I was responsible for paying for the shipping.
Very easy, USPS Priority as DS explained above and just insure it for the exact value. It will take about 3 days if in the US to arrive. Painless process and the cost will be about $50.

I think you meant "Registered". Sometimes it only takes 3 days, but we have seen it take 2 weeks. Don't get worried and call until 15 days have passed. It will show check-in on tracking but it will not show where it is again until it is delivered. Most of my registered packages have taken an average of 5 days.
As DS said, you can send it Registered and Insured in the US and I think it is up to 25K value. Bad news is that even if you have a lot of packaging for it and it throws it in to Priority weight, as she said Registered mail only goes as fast as it goes (but they'll charge you Priority anyway if it weighs enough). Sometimes it's a few days, and sometimes a week or more. I've sent things registered several times and it's been fine. I do prefer with really expensive items if I can use a prepaid label from a vendor and just pay them for shipping it with their label if I need to pay for shipping. Then nothing needs to be said to anyone other than turn the package in and get a receipt. (Do follow whatever directions the vendor gives you in any case.)
All registered mail travels at the same speed and it's a different, slower, system from the 'regular' mail. Paying for priority service doesn't help a bit, it just costs more money. The bright side is that it's a VERY secure service. To or from remote locations can add days and certain zip codes, like 10036 will add a few days as well but it'll get there reliably. You can insure for up to $25,000.
Incidentally, some of the private insurance available to consumers will cover carriers like FedEx. If you've got an insurance policy, call your agent. You may not need additional insurance at all.
