I previously purchased a loose 1CT princess cut diamond that I later found out was clarity enhanced and therefore not GIA certified. Thanks to everyone (especially Neal's!) help, I was able to determine that this just wasn't the stone for me. Although I loved the overall finish of the diamond and it's beautiful brilliance, but it appeared to be too small and didn't faceup as large I would have liked for a 1CT, so I returned it.
The person who will be wearing this ring has a 7.5 size finger. Do you think that a larger faced 1CT ring would still look nice, or do you think that would be too small and I should go a bit larger?
I am now looking at a loose GIA certified princess cut diamond that is 1.23CT and would once again really like some advice. The seller told me that the diamond is very high quality and will independantly appraise for approximately $8,500, but that his selling price on this diamond is much lower and completely negotiable within reason. How much would you estimate I should offer him for it and do you think this would be a good looking diamond (I have not yet seen it)? Do you think based on the GIA report below I should pull the trigger? Please let me know if you need any other information.
Also, the 18K setting for this ring which I will be purchasing separately is as follows, although I am still undecided on whether it will be the 2.0mm or the 2.5mm solitaire band (they sell both), so please also give me your thoughts on which would look better with a 7.5 ring size:

Specifications:
1.23CT Princess Cut Diamond

I would like for the completed ring to very closely resemble this Tiffany one, so
any other help you may be able to assist me with would be greatly appreciated:

Not sure if this helps at all, but the previous clarity enhanced diamond that I returned because it didn't face up large enough (despite really loving it's overall cut) had the following specifications, although it was must less expensive than the 1.23CT GIA certified diamond that I am currently looking to buy (is the difference in the stone's size significant enough to appear "larger" faced now?:
