Throw a butterknife out the door during a thunderstorm to make the storm stop.

To determine the culprit wishing misfortune upon you, my grandmother would put a handkerchief over her head and mumble secret words while dripping olive oil from her finger into a bowl of water. Naturally, once the culprit is identified through mystical means, you can then give that person the evil eye.
