Yes, if heated, it can be glass-filled, low heat, high heat, heated with borax which may be detected in fractures, or BE treated.
So should I pass on this particular stone? The certificate indicates heat as a "standard enhancement" but no "additional enhancement." Is heat a blanket term?
Heat only is accepted by trade and safe to say around 90% or more of sapphire are heat treated. If BE treated or glass-filled, the price falls significantly. Do you have a photo of the report?
The back isn't necessary. It just has a blurb about fancy colored sapphires. See where it says "Additional treatment"? That's where it would have "See comments" and then the disclaimer about additional testing. They routinely put that on heated yellows. In your case, they are only saying it was heated.
ETA: It says "brownish" but I don't see a lot of brown on my computer. Do you? The Brief has a darker picture, but that's just the way the Brief photos are.

There's similarly an AGL brief offered. If the price is the same, I'd take no heat, light pinkish orange over heat, brownish pinkish orange any day. Why don't you contact the Loupe Troop seller just to have a comparison on price? I certainly don't think you should pay the jeweler more $$$$/ct than what the Loupe Troop padparadscha asks for.
