My take:

In the movie Office Space, there is a character, Milton, who is mistreated as insignificant the whole movie, by his boss. All sorts of crappy things are done to him, including his boss indiscriminately taking his prized red Swingline stapler. At the end of the movie, it is inferred that the mysterious fire that destroys the entire building, just may have been set by Milton as revenge.

I'm guessing that the meme author is suggesting that the two recent hurricanes in the south east (symbolized by the corn field) is another over the top reaction to someone taking said stapler.

The broken down car is superfluous, and the "train station" is actually the platform on all build boards that allows the workers to paste on the ad sheets, or hold display lights.

Edited to add that this funny quirky movie is a cult favorite and worth a watch.
