The diamonds in the halo look like modern rounds, so I think the mount is not a true antique.
For the price she is asking I expect much better photos and better information. I would pay about $5k for a risky buy like that (risky in cut quality and true specs), but for $13k I expect a couple things: better photos and/or a lab report or very detailed appraisal document. This one has none of those things so I would personally keep looking.
One problem is that none of the photos are good enough to get a sense of the patterning and cut of the stone. Often sellers will avoid head on shots when a stone look bad in a head on shot, and looking bad in a head on shot is a sign of poor cut!
So I recommend you keep looking. In fact, better to pay 20% taxed on a fairly priced piece than overpay for an unknown. I think in the end, unless you are a seasoned ebayer and know old cuts well, paying the 20% will save you a lot over trying to go on your own online.
