Hope you haven’t told him the ring has been “dismantled” by the jeweler as that would “void” any return. Don’t mention it.
Open a PayPal dispute. Go to the “resolve a problem with our Resolution Centre” (lower left of your account activity page). Select the transaction or transactions (You might have to do two if you paid two amounts). Select significantly not as described.
Write.
I wish to receive a full refund of my payment as the ring is not as described and in accordance with your stated refund policy as per the eBay listing. My jeweler has advised that the platinum ring has been previously repair soldered with white gold and then rhodium plated which has worn and left ugly staining on the platinum metal. This can not be removed, the ring will have to be re rhodium plated to hide the flaw. This flaw was not revealed to me prior to purchase. Your listing also states under item specifics that the diamonds are “fancy blue” which they are not, they are white. Your eBay listing clearly states that I may return the ring for a refund if it does not meet with my expectation, which it did not. However when I contacted you to arrange a return, in accordance with your stated refund policy, you told me that it was subject to a 30% restocking fee. Your eBay listing makes no mention of any restocking fee. This is false and misleading, I would not have bought from you had you disclosed that you don’t honor your return policy for international buyers and that you charge a 30% restocking fee. Accordingly I have raised this dispute so I can receive a full refund of my payments (s) and return the ring to you. Thank you.
Take screen shot or photo of the eBay listing page to capture the top box section where it says “ Item specifics” and the “fancy diamond colour” - blue. And also the page which shows the return policy. Upload both these pages with your dispute.
Good luck, hopefully the seller will decide to refund in full or PayPal will find in your favour.

And don’t worry about insurance if PayPal finds in your favour. You are only required to provide proof of posting and delivery. Send it registered mail, signed for delivery. Keep the receipt and tracking number.
 
MrsWhitney - sorry to hear of the frustration. I understand why you feel misled if indeed the stone is more than simple heated. I hope matters are resolved amicably and acceptable for both parties.
Bron357 - you've given great advice, and I'm glad you brought up the setting /stone removal issue. I can only imagine what PS approved preloved vendors (or a LT regular for that matter) would think.

Opened a case- thank you all. Still not sure how I will send it- everyone from DHL, FedEx, USPS, UPS say a jewelry ring is prohibited?!
 
That is so odd, I've had jewelry shipped to me via usps, and fed ex with no problems

Hmm. Then how did you get the ring in the first place?
 
Royal Mail will export it :) and I have never had issues with domestic or international but apparently gold jewelry and jewelry is prohibited....I am driving myself mad just working on finding someone to ship it :( even with no insurance NO ONE will take it due to a customs issue?
 
Despicable. Don't give in.

Some (though not many in my experience) eBay sellers flat out lie and need to be held accountable. They are counting on you not being willing to go through the process.

Try fedex. Since it is relatively low value they may do it and insure it as well.
 
I'd rely on eBay to tell you how to return the item as this is another 'issue' with this seller. It was sold as returnable, but if you cannot return it in a manner that protects the item (and you) then eBay should delineate a safe method for the buyer and seller. I've not purchased something this valuable through eBay but some online sellers have told me specifically how to label the item upon return. And it seems it was as 'sample' merchandise. Apparently it allowed it to get through custom's etc. as a return. It was under the direction of the seller who was cooperative..............which doesn't sound like this person. I am not suggesting you do this............contact eBay with the current return issue---how would you know when you receive something that you cannot ship it back???.......GOOD LUCK!
 
Ive been buying jewellery from the US for over 12 years. Probably more than 100 items. My items have arrived by UPS and Fed Ex to Australia. I don’t know why you are being told jewellery can’t be shipped. Maybe it’s that they don’t offer insurance to the amount you require? Maybe it’s just $500 max or something. The point is that you aren’t required to purchase insurance re an eBay dispute return, only tracked mail though I would get “signature delivery”. In the customs form write “return to vendor, ring, ebay no xxxxxxxxxxx as per dispute resolution instructions”. Keep a record of the tracking number.
