Nope, it just converts invisible light to visible light. Quantum mechanics.

It is not radioactive decay which gives out very energetic electromagnetic waves or particles.
 
Radium is luminescent (giving a faint blue color). It was used on the hands and numerals of wrist watches years ago so they could be seen in the dark. Other compounds are now in use for those types of requirements.

Radium and some other bits which are radioactive in nature do give off some visible light. This is not really related to fluorescence other than it can look similar to the observer. The causes are quite different.
