Probably color enhanced. Price is too good to be true for a natural fancy blue stone.
 
Stone is exactly right - if you look in the listing on the left, it says enhanced.

If the blue color was of natural origin per GIA a 1.16 ct. fancy vivid blue would sell over WAY over $1,000.
Leibish has a 0.67 ct Fancy Deep Blue VS2 now for $220,000, and I think vivid is often (if not always) more expensive than Deep.
You can keep the price out of the stratosphere by considering a blue with a gray color modifier or the color grades with less saturation.

With so much money at stake and with price changing dramatically with color grade, you want to be sure of what you are buying so please only consider naturally colored diamonds that were graded by GIA.

I recently bought this naturally-colored GIA Fancy Deep Blue (with no color modifiers) from Leibish & Co and I strongly recommend that vendor.

AS a tradesperson, I can't comment on any specific stone or any specific vendor.
But I have noticed many sellers using photos that may or may not be the item they are offering.
My suggestion for any internet diamond shopping would be to find out if photo(s) are of the actual item. If there is only one photo in a sales representation, I'd ask the seller for more photos.
