A Chelsea filter can indicate the presence of chromium in spinel; however, you can simply use UV light to test the stone. If you have a refractometer and get two significantly different refractive indexes from the stone, it could indicate garnet in spinel. Further testing with Raman spectroscopy is needed for correct identification.
