It sounds like you looked at it through an H&A viewer, which doesn't tell you its light return. An Ideal-Scope and ASET scope would show you light return. And yes, you can have an H&A diamond that's not that well cut.

looking into it more, you appear correct, it was an H&A viewer, not an ideal scope or ASET.
