As a side note, I tried uploading photos to this site, but the data compression has muted the colors. I use an iPhone 8s. Has anyone else noticed or figured out a way around this issue?

If you resize the photos in any photo program, even keeping the same amount of pixels, it will lower the data behind each pixel without reducing the color quality. My six pennies, or how you say.

How do reduce the size of a picture without reducing the pixel count?

Are you referring to reducing the bit depth (is that correct terminology?) / number of colours / something else??
