have been out of town ... sorry i'm a little late in getting to your post.
robert genis generally posts agl prestige reports (or their stats) for his rubies. most are smaller than what you are looking for, but you can get a sense of the reports and pricing.

i think you have gotten good advice and you are smart to look at gem fairs. there is no way you will get a fine, untreated 3 ct ruby for under $30,000. at that price point, if you are looking for truly superb color, you are looking at 1-2 carats.
if you are seeking fine color but want more size, you may want to consider star ruby or cabochons (i like the sugarloafs). i think they are a wonderful option. look forward to following your search.

Do you know if all GRS certified "vivid red" are close in shade? Or does GRS have a large shade range that they call "vivid Red"?

I am afraid I do not know the answer to your question because GRS does not provide any explanation as to how they categorize each colour quality.

Thank you Chrono
I was afraid of that... So I guess what I am gathering from the chart you posted is rubies from Mozambique are "vivid Red"? Gosh I wish it wasn't so unclear!
I may be considering Mozambique in addition to Burma. It's easier to get in the US and what is most most important to me is color and that the stone is unheated and completely natural. I am doing some comparison internet searching to try and figure out how much of a savings I would get if I went with Mozambique instead of Burma in hopes of a slightly larger stone...

Since I have opened up my search to other origins except Burmese rubies that raises the question of origin hierarchy. I know that at the end of the day a fine ruby is a fine ruby but if color and everything else is equal would the other mines like, Madagascar, Tanzania, Mozambique, Winza (any other mine I may be missing) all be lumped in the same category? Or is there a hierarchy within these mines too?
