You will probably find the best price for veil on ebay. I DIY my veil and the materials cost me about $30 (but I made both the cathedral length and a two tier elbow length veils with the material). I wasn't willing to pay a couple hundred bucks for veil.

I don't really think the color of the veil has to match perfectly with the dress as long as the dress and veil colors are not extremely different.
