Why pear / cushion cut so much cheaper than round cut

Cheaper rough, or better yield from the rough diamond.
It costs less for a cutter to purchase rough to make a 1ct pear than it does for them to cut a 1 carat round all other things being considered equal.

Why the GIA report do not have cut grade for pear / cushion cut?

Because there are so many variables, there are so many shapes and patterning varieties, and there is so little agreement as to what constitues "good", "better", "best".

There is disagreement even about RBs, for which there are far fewer variables in general.

Yep. Bottom line is they are conserving more weight when they cut the pear/fancy. If the same rough were cut to a round the diamond might only weigh in the .70's - .80's depending on the cut quality they cut it to.
