Antique, from France. Age unknown. Offered for sale online so only photos available. I’m more curious than tempted.
 
Beautiful! It is a gamble, since even though they're old, they could still be synthetic (glass, early synthetics such as spinel/sapphire, etc.). If the price is right though, might be worth the gamble!

They look like stones used for costumes or garments. I suspect not real gems. The box does not look like it is from a jewelry business.

Lambskin may be right. Plus, I can the blue paper through windows in the stones. Probably glass.
Maybe for costume jewelry manufacturing?
