Help identifying a gold brooch!

I found this brooch, it looks like gold and is stamped 9ct. Looking at the design I would guess Victorian? But the back is strange - can anyone help me out on this please?
 
The tooled design on the front, and the relative scarcity of markings, makes me think it might be from the near East - India or Bali, perhaps? I’m also wondering which part of the brooch the 9k destination allpies to, since its clearly made of two different metals.

What really intrigued me, though, is that whitish disc in the back. Is that a piece of cotton or felt, by any chance? One of my Indonesian aunts once gave me a silver pendant in the form a hinged, round, filigree ball. The idea was that you’d put a cotton ball spritzed with a few drops of fragrance inside the pendant. I wonder whether that disc on your brooch is supposed to be some sort of perfume diffuser. I’m not totally sold on this theory though since it doesn’t look like there’s any staining on the disc, or like there are any holes in the brooch that woul allow the fragrance “out”...
