invitation dilemma

I have a bit of a dilemma. Our guest list is about 160 and the ceremony site can only allow 150 due to city permits. I know not everyone will show up for the ceremony, but there is that one chance that everyone we do invite will show up. Do you think it would be appropriate to have two separate invitations? One for both the ceremony and reception and one just for the reception?
 
By what method to they enforce the 150 guest count at the ceremony site?

If it is chair-based, you will have some people standing up so 150 chairs would be sufficient.

If you invite 160 people, most likely you will get at least 10 declines so you would be safely under 150. (Unless you are from a culture were people bring uninvited add-ons to weddings.)

To answer your other question, generally one is permitted to invite a smaller subset to the ceremony than the reception, but usually then the ceremony is much smaller/more private than the reception. It would be a bit odd to invite 140 to the ceremony and 160 to the reception.
 
The facility has a max of 150 guest count for events. I''m assuming due to fire hazards and whatnot.

I''m just really afraid that everyone we invite will show up and we will not be able to have the ceremony at that location.
