For that price, I think yes. They would have certainly had a stone that large verified.
 
A Presidum gem tester can tell you in an instant if it is just glass.
It may be treated quartz or an irradiated blue topaz. I’d pay a price for the gold weight and take a chance of the stone because it is very pretty.
 
It’s a cool looking cocktail ring. If the stone is authentic, I’d guess blue topaz.
 
Reminds me of london blue (irradiated) topaz ...
