Reading between the lines it sounds like there will be more production and availability, making them cheaper?

They’re already cheap, if only they were tougher!

I think its a play to hold the best material and make cutters compete for it in an attempt to get higher prices for the better goods.
I could be wrong but that's the way I read it.
