rhodium plating silver?

Can a multi-strand silver necklace be rhodium plated. It seems darker than it used to be, and no amount of silver polish is taking it off. The strands are very fine chains connected to a heart.

Didn''t they used to plate silver pretty much routinely? I thought all the silver charms, etc. said"rhodim plated." Seems like they made them better then, too...lots of cheap ones available now....
