I thought that too (chalcedony), but when I pinched out the photo, I wondered if they could possibly be opals picking up the blue from her outfit?
It's a plaid brooch, typically used to secure a fly plaid to the shoulder.
There are a few examples in THE royal Collection and Elizabeth II's personal collection.
One of tbe nicest is this on, imo, made with a Cairngorm stone found in Balmoral.
