Just stumbled across this vendor. I haven't seen mention of them before. Anyone know of or have experience with them?

I haven't, but his refund & certification policies look good. By "outside lab" I hope he means you can specify, say, AGL. He must be doing ok to pay for an address on Post St. Try googling reviews of the company & see if anything turns up.
